Control S works fine for my Excel 2003 in PS 4.5, try updating your client. Check settings on the published app.

Got out or Full Desktop, got onto Citrix server via RDP and launched Excel 2003 and the shortcut is there and Control + S works.

 

Any help will be appreciated.
