Correct, Resource Hacker will only change how it looks. But also keep in mind that any major service pack would most likely overwrite your version of the dll. There are some pretty cool frameworks out there to allow you to create your own GINA, including pgina (www.pgina.org). Take a look at the URI/Bluesocket section.

As far as i'm aware you can't add functionaility to something using tools like Resource Hacker, you can only take it away or change the consmetics (labels / order etc...).  I think in order to do what you want to do you would have to create your own GINA or similar.
 
You could try creating a small app and runnining it as an interactive service so that you have an additional GUI on the screen - not sure how it would show on the logon screen.
 
You also need to be carefull though too - if your button was to open IE and go to a webpage you are in essense running IE in the SYSTEM context meaning if someone were to say do File -> Open or other similar actions, they in essense have SYSTEM control of the local machine.

I want to alter this to add a button to the logon window.  This button would then make a connection to an HTTPS site, where users could do self-service password reset.  I have found the resource hacker tool (Man is that thing powerful), but I do not know enough about how to make the change I desire.
