    XML is on 80, IMA port, I believe, is 1494?

    Confirm that the IMA service si running and ensure that the IMA port
is what yoy expect.   This is the first place to look with your
symptoms.
Also confirm that there is not a firewall issue.   I use a simple test:
 
Telnet %servername% %IMA port%
