The article refers to a reg change that can be made during login (but it does state that it would take a login / logoff / login to take effect), it wouldn't be too tough to make your own ADM out of it (custom setting to be applied via group policy)

We want general audio, just not the standard Logon, Recycle,
Exclamation, etc windows audio to play..
