If you're decommissioning SERVER1, you can remove all references to
SERVER1 from DNS and WINS (and delete the computer account), and then
create SERVER1 as a CNAME (alias) for SERVER2.

You'll also need to disable 'strictnamechecking' in the registry of
SERVER2.
