[THIN] TSCAL on Vista Home

Does anyone know is it true that you cannot use a Terminal Service CAL on a Vista Home OS?

In order to implement this, I need to update my License server to version 11.5.  Anyone know of issues with the upgrade, affecting any of my PS 4.0 servers in a different farm?
