Google Picasa but it does a lot more http://www.picasa.com  Of course there is a picture viewer that comes with Quicktime  you can use. http://www.apple.com/quicktime/player/
We use Irfanview (but it is free to schools and libraries) and it is really the best choice.
It is Free to download and the program is not crippled in any way or have a timeout. It is not that expensive for business  http://www.irfanview.com/

i think Internet explorer will do it if you setup the file associations right.  that opens a new set of problems with IE but nothing that you can't overcome with some clever GPO setup.

slightly off topic here but I am trying to find a free picture viewer for Vista.
 
Photo Gallery comes as standard but there PC's are going onto a shop floor and are completely tied down, I just want them to double click on the pic and view it nothing else.
 
everything try and download seems to have some cost attached to it.
 
any ideas ?
