Had I read it, they make it clear that the License server upgrade is a prerequisite to the HRP03.

I had to upgrade my license server also. No issues after upgrading license
server. Wish there had been better

documentation or warning from Citrix that upgrading the license server was
needed after upgrading to Hotfix 3.
