Use the windows hosts file to control which urls they can and can't get to. Point the rogue sites to 127.0.0.1 and they will never get there

I have about 25 users that connect to a particular terminal server (Windows 2003) we have a user that is downloading things like keyscrambler and a registry optimizer, I have identified which desktop it was downloaded to but not who. I cannot block Internet access as this is the shipping Dept. and they need access to UPS, FedEx, DHL etc, and as of yet we do not have a proxy due mostly because they are on a 11 MB wireless connection to the server, and adding a proxy I feel would slow things down too much, everything does though go through a Route Finder device before getting to the Internet. Any input would be greatly appreciated.
