[THIN] mem and cpu control

someone once linked a program that keeps a process from taking over the cpu and/or memory of a machine.  you define the process, and the limit you want and the program keeps it in check.  does anyone remember what that is and have a link?

this for a standalone machine not running Citrix so those tools are out.
