Are you using Citrix or just TSE? If so what version of CItrix. Citrix has its own print service that needs to be started prior to the printe spooler service. We need a bit more info. Are there any errors in the log? I have a spooler reset batch file I run that stops the citrix printer service, then the print spool and then restarts the spool and then citrix printer service.
You can schedule this to run a few times throughout the day easily enough and users for the most part will not notice.
