Yes it does, but the SPLA is on a SAL basis (SAL=CAL, sort of). If you have 10 users using your hosted systems, using W2K8, then you pay for 10 SALS *no matter how many servers you have*. So it is fine to have 6 file server, 2 dc, 2 dns, 20 ts, 4 hyper-v, and the W2K3/8 bit of those licences is all covered by the SAL cost.
Again, *if* you’re hosting MS apps, you *will* be paying the SAL cost in pretty much every case, which makes Hyper-V effectively free. If you’re running Linux it isn’t, clearly.
The 10 SALs, BTW, will cost ~$5/month – I have a UK price list so don’t take that as too rigid but gives a general idea.

Microsoft’s SPLA – effectively a requirement if you’re hosting MS apps – has the side effect of making Hyper-V free for all practical purposes.

Also consider that everyone says that the Microsoft Hyper-V is free, however, you still have to buy Windows server to get it!! In your cloud example there are MANY commercial cases where a hypervisor that is actually free will continue to make economic sense for a long time!!

Of course Cloud means different things to different people.
