Hi Steve,
Adobe's licensing is usually on a per-device basis. You'll need a VLK license for your terminal servers.
Unless you're using something like AppSense environment manager or Quest/provision network's Power Tools to limit application usage to defined client devices, you will be in violation of the Adobe licensing, unless of course you have a license for each and every device that connects to your farm.

I am an AppSense consultant. The AppSense product you need to control application usage via device name or IP address is actually the Application Manager product.....Hope this helps
