Possibly. But there is more complexity to server to client redirection that you might expect. Redirection URLs is easy because the client just needs network access to URL being redirected. If the .flv (which I think is a flash video file) file exists on a URL path then it would guess it should work.
But consider the problem of redirecting any file types that exists on a filesystem, either local or remote on the citrix server. Now you have the problem of if the client has access to that drive on the client or not and how to determine it in a prompt fashion. If the file is local on the citrix server and you want to access that on the client machine you'll need some sort of reverse CDM technology so that server drives are mapped on the client machine. What i'm saying is that its not a insignificant piece of work and probably not enough people have requested about it to merit the effort.

If a customer is running a published desktop, there are naturally going to be some things the customer will want the user to run on the client device vs. the server.
