Can you verify that the Process is actually terminated and not hung on the server?

XenApp 5 for 2003 - we have numerous apps in a new farm where the "Allow only one instance of application for each user" restriction has been set. We are finding that users are being denied login to the server with an error that they already have the application open, when it can be verified in the AMC they have zero instances of that published app running.Anyone seen this before?
